Abstract

Republika Hrvatska kao članica Europske unije ima dužnosti uskladiti svoje energetsko zakonodavstvo zakonodavstvu Europske unije. Pritom se najviše misli na primjenu regulativa i uredbi donesenih „Trećim energetskim paketom“. Povećanje sigurnosti i pouzdanosti opskrbe energijom, stvaranje unutarnjeg tržišta prirodnog plina i električne energije, odvajanje reguliranih od tržišnih djelatnosti, ublažavanje energetskog siromaštva, slobodan izbor opskrbljivača i što niža cijena energije za sve kupce samo su neki od ciljeva Trećeg energetskog paketa. Veliku ulogu na europskom tržištu energenata ima Agencija za suradnju energetskih regulatora (ACER), te sukladno time zadaću regulacije hrvatskog energetskog tržišta obavlja Hrvatska energetska regulatorna agencija (HERA). Omogućavanje kvalitetnog funkcioniranja tržišta, transparentnosti i sigurnosti neke su od zadaća kako ACER-a, tako i HERA-e. Hrvatsko tržište plina u potpunosti je liberalizirano 2017.godine, ali potreba za regulacijskom djelatnosti ovdje ne prestaje. U radu će se opisati kako i koga to HERA regulira.

Abstract (english)

As a member state of the European Union, Croatia is obliged to coordinate its energy-related legislation with the legislation of the European Union. This mostly means applying the laws and regulations that are a part of the “Third energy package“. Improving the security and reliability of energy supply, creating internal market of natural gas and electric energy, separating regulated and market-related activities, reducing energy-related poverty, allowing a free choice of suppliers and making the price of energy as low as possible for all of the customers are only some of the goals of the “Third energy package“. The Agency for the Cooperation of Energy Regulators (ACER) plays a great role in the European Energy Market and, accordingly, the task of regulating the Croatian energy market falls to the Croatian Energy Regulatory Agency (HERA). Some of the tasks of both ACER and HERA are to make it possible for the energy market to function well, to be transparent and safe. The Croatian gas market has become completely free in 2017, but the need for regulation doesn't stop there. This thesis describes how and whom HERA regulates.
