Abstract

Očuvanje energetske stabilnosti danas je postao globalni cilj. Unutar Europske unije ovaj se problem naročito nastoji riješiti nakon nepovoljnog utjecaja rusko-ukrajinske krize. Prirodni plin ima sve veću ulogu u energetskim sustavima pojedinih zemalja pa tako i Republike Hrvatske. Otvaranje tržišta prirodnog plina u Hrvatskoj još uvijek nije u potpunosti završeno, iz razloga što je bilo potrebno prilagoditi infrastrukturu. Od posebnog značaja za tržište plina svakako je Direktiva 2009/73/EC koja sadrži skup pravila vezanih za transport, distribuciju, skladištenje i opskrbu prirodnim plinom kojima se želi postići daljnji napredak tržišta plina i njegova potpuna liberalizacija. Ova je direktiva bila temelj za donošenje odredbi za rješavanje kriznih situacija, odnosno nakon provođenja stres testa vezanog za opskrbu plinom diljem Europe, za donošenje mjera ponašanja kako bi se eventualne krizne situacije ublažile.

Abstract (english)

Preserving energy stability today has become a global goal. Within the European Union attempt was made to solve this problem after the devastating impact of the Russian-Ukrainian crisis. Natural gas has a growing role in the energy systems of individual countries, including the Republic of Croatia. The opening of the natural gas market in Croatia is still not completely finished, because it was necessary to adjust the infrastructure. Of particular importance for the gas market is certainly the Directive 2009/73 / EC, which contains a set of rules related to the transport, distribution, storage and supply of natural gas whose goal is to achieve further progress of the gas market and its full liberalization. This Directive is the basis for the adoption of provisions for crisis management, and after conducting a stress test related to gas supplies across Europe, for the adoption of measures of conduct in order to mitigate potential crisis situations.
