Abstract

Kako bi se shvatio koncept uvođenja pametnih plinskih mjernih sustava, prije svega je
potrebno razumjeti pravila unutar distribucijskog sustava. U diplomskom radu navodi se
stanje implementacije pametnih plinskih brojila u države Europske unije, uključujući Veliku
Britaniju. Navedene su i mnogobrojne prednosti koje nova tehnologija nudi, ali i negativne
strane koje mogu udaljiti države od realizacije ovakvog projekta. Gotovo sve države provode
analize troškova i koristi kako bi ustvrdile isplati li se ići u realizaciju projekta. Također, u
radu su dani i primjeri tri najuspješnije države u procesu implementacije pametnih brojila;
Velike Britanije, Italije i Nizozemske. Isto tako, Europska unija, zajedno s Europskim
vijećem te Europskom komisijom, je iznijela brojne regulative i strategije, ali i donijela
zakonske propise kao smjernice državama za uvođenje novih digitalnih tehnologija.
Proučeni su provedeni pilot projekti nekoliko operatora distribucijskog sustava u Republici
Hrvatskoj, te su opisana četiri referentna scenarija uvođenja plinskih pametnih brojila u RH
kako bi se utvrdila isplativost projekta. Iz svega navedenog, proizašao je i sami zaključak
navedene tematike diplomskog rada.

Abstract (english)

In order to understand the concept of introducing smart gas metering systems, it is first necessary to understand the rules within the distribution system. This Master’s thesis states the possibility of implementing a smart gas metering system in the countries of the European Union, including the United Kingdom. The numerous advantages that the new technology offers are also mentioned, as well as the negative sides that can distance countries from the realization of such a project. Almost all states conduct cost-benefit analyses to determine if it is worthwhile to undertake the project implementation. Also, the thesis gives examples of the three most successful countries in the process of implementing smart meters; Great Britain, Italy and the Netherlands. The European Union, together with the European Council and the European Commission, presented a number of regulations and strategies, but also passed legislation as guidelines for countries to introduce new digital technologies. Pilot projects of many distribution system operators in the Republic of Croatia have been implemented, and four reference scenarios for the introduction of gas smart meters in the Republic of Croatia have been described in order to determine the cost-effectiveness of the project. From all that was said above, the very conclusion of the mentioned topic of the Master’s thesis arose.
